The Livery Climate Action Group are pleased to welcome you to a fascinating seminar by Lt Gen Richard Nugee on the topic of whether climate change is a national security issue and why we and the military should care about climate.

After a full, operational career in the British Army, as his final role Richard wrote a Review of Defence’s approach to Climate Change and Sustainability. He has since earned international recognition for bringing the implications of Climate Change and Sustainability to the Defence and National Security sectors. He is now the Non-Executive Director for Climate Change and Net Zero for the Ministry of Defence. He has expanded this policy interest into delivery, as the Chair, Director and Advisor of a number of renewable energy and environmental sustainability start-ups.

All Liveries have links across the military and, as part of our further understanding of environmental issues, it is imperative to see how this vital part of our country’s security and Government are addressing these issues.

Lieutenant General (Retd) Richard Nugee CB CVO CBE

General Richard Nugee was commissioned into the British Army in 1986. He completed operational tours of Northern Ireland, Bosnia, Kosovo, Iraq, Cyprus and Afghanistan. He also specialised in personnel (HR) roles culminating in Chief of Defence People (equivalent to Global HR Director for Defence). After a full operational career in the British Army, as his final role he wrote a Review of Defence’s approach to Climate Change and Sustainability. He has since earned international recognition for bringing the implications of Climate Change and Sustainability to the Defence and National Security sectors. He is now the Non-Executive Director for Climate Change and Net Zero for the Ministry of Defence. He has expanded this policy interest into delivery, as the Chair, Director and Advisor of a number of renewable energy and environmental sustainability start-ups.

He is Chief executive of a medical research charity, the Scar Free Foundation, Chair of the Royal NAAFI Board, Director of his own Strategic Advisory Company, a strategic advisor to a number of consultancies and organisations, including the Hague Centre for Strategic Studies, Oxford University’s Climate Change (In)Security Project and a climate-focused venture capitalist group, a Fellow of the Royal Geographical Society, a Chartered Fellow of the CIPD, a Companion of the Chartered Management Institute and is Patron, Chair and Trustee of a number of organisations.

 

 

Brigadier P M L Napier OBE MSc

Commissioned into the Royal Regiment of Wales (24th/41st Foot) in 1987, Brigadier Philip Napier‘s early service as a Platoon Commander included postings to Germany and Wiltshire, and operations in Northern Ireland, before being seconded to the Queens Royal Irish Hussars as a Squadron Second in Command for the liberation of Kuwait in 1991.

Later military experiences included a spell as Chief of Staff Headquarters Regional Command (South) in Kandahar, working in the Ministry of Defence on a Strategic Defence and Security Review, and Command of 160 (Wales) Brigade in Brecon.

Awarded an OBE for operations in Iraq and a Canadian Meritorious Service Medal for the NATO mission in Afghanistan, Brigadier Napier is an Alumnus of the Windsor Leadership Trust, has an MA in Defence Studies from Cranfield University and completed an Open University MSc in International Development in 2017.

Brigadier Philip Napier retired from the Regular Army in the Autumn of 2015 to become Clerk to the Worshipful Company of Saddlers.

 

Alderman Alison Gowman

Alison has worked in the City all her working life starting as a solicitor, specialising in commercial real estate at international law firm DLA Piper. 

Alison became interested in the City of London early in her legal career.  She stood for election first as a Common Councillor from 1991-2002 and thereafter as the Alderman of the Ward of Dowgate.  Alison has served on most of the City’s committees and is currently a member of the Bridge House Estates Board (Chair of the grant making arm, City Bridge Trust 2016-2019), Investment and Capital Buildings Boards.  She is a Governor of the Museum of London and Museum of London Archaeology. 

Alison undertook the role as one of the two Sheriffs of the City of London from September 2021- 2022. 

She is a leading proponent on environmental and sustainable issues for the City of London Corporation and led the team for the Corporation’s work on green finance for COP26.  Alison was the Deputy Chair of the City’s Green Finance Initiative and founder director of the Green Finance Institute.  She has a particular engagement on green finance with Latin America.
